Introduction
SMEX seeks proposals from qualified website development companies to design, develop, and maintain the official website for our annual conference on digital rights in the MENA region. The website should be user-friendly, accessible, visually appealing, interactive, and responsive across all devices. It must align with Bread&Net’s brand identity and effectively communicate our values and event-related information. The site will serve as the primary platform where users can register, submit proposals, and access all relevant information about the event, ensuring a seamless experience for participants and visitors alike.
About SMEX
SMEX is a non-profit that advances and defends human rights and freedoms in the digital sphere across West Asia and North Africa. SMEX advocates for people in the WANA and the diaspora to access and engage with the internet, mobile services, and other networked spaces safely and without fear of censorship, surveillance, or repercussions. Our teams fulfill this vision through reporting, research, policy analysis, campaigns, and various advocacy projects. SMEX is primarily concerned with the impact of technology on human rights, recognizing that digital rights are human rights.
Our vision is for everyone in Lebanon and across the Arab region to be able to access the internet, mobile services, and other networked spaces to communicate and express themselves safely and without fear of censorship, surveillance, or repercussions.

Scope of Work
We are seeking a development partner to collaborate on the redesign and development of the Bread&Net event website (breadandnet.org). This website will serve as the primary platform for all news, announcements, and activities related to the Bread&Net event. The site should include sections for general information, announcements, session proposal submissions, event registration, session streaming, hybrid event option, and an archive of previous Bread&Net events.
Key Objectives
1.Redesign the Website: Update the website with a modern, responsive layout that reflects the Bread&Net event brand identity and visual style.

3. Security Measures: Implement and maintain robust security measures to protect the website and its users. This includes but not limited to:

- Web security tools such as firewalls, SSL, and encryption.
- Monitoring web traffic for suspicious activities.
- Collaborating with SMEX’s tech unit for ongoing security assessments.
Project Deliverables
- Wireframes and design concept for client approval for each page.
- Design mockups for each page.
- Collaboration with our tech team to deliver a fully functional website.
- Documentation for CMS asset requirements and content authoring for each page.
- Functions platform that allows the needed functions as listed below.
Functions Needed
- Profiles
A distinction is made between two types of profiles:
Attendee Profiles – for those registering to attend the event.
- Basic profile with registration details only.
- No need to provide a photo, ID, or bio.
- Can access event information, join sessions online, receive updates via email and notifications, and create a personalized session calendar.
Proposal Submitter Profiles – for those creating a profile to submit a session proposal.
Requires additional details, such as photo, bio, and other relevant information (Questionnaire will be provided)
Once accepted as a speaker, they gain access to speaker privileges and functionalities from their profile.
- Program Page
The Program Page remains dynamic, allowing users to select and organize sessions, and showing the time and date of each session
- Admin Access
The admin background page will include all data collected from accepted speakers and moderators and track attendees for Monitoring & Evaluation (M&E) and statistical analysis.
- Accessibility
The website should also be accessible for people with disabilities.
- Language
The website should also be accessible in English & Arabic.
