SMEX, a member of the joint ministerial committee tasked with developing Lebanon’s national strategy for promoting the safe and responsible use of the internet and its applications by children, participated in the committee’s first meeting on Friday.

Convened by the Lebanese Ministry of Information, the meeting introduced the committee’s objectives, working mechanism, and the framework for developing the national strategy.

During the meeting, SMEX representative Abed Kataya stressed that measures to protect children online should be strengthened without imposing a blanket ban, citing concerns over privacy, fundamental rights, and the practical challenges of enforcement. Instead, he emphasized that “the most effective solution lies in digital empowerment rather than punishing or isolating users.”

The discussion generated a wide range of ideas and proposals, while participants noted that several institutions are already implementing similar initiatives, highlighting the need for stronger coordination among stakeholders.

SMEX reaffirmed its commitment to advancing human rights-centered digital policies and protecting children online while safeguarding their rights to privacy, access to information, and safe participation on the internet.
