SMEX is recruiting a MEAL Officer

SMEX is recruiting a full-time MEAL Officer to monitor projects progress, evaluate outcomes and impact, and lead on the institutional learning and development of the different programs within the organization.

Your responsibilities include and are not limited to:

  • Develop and institutionalize the MEAL component, systems and structure within SMEX, ensuring learning and accountability;
  • Oversee and guide the team in rolling out of MEAL framework, including management information system, in all projects and across programs;
  • Ensure all team members understand the MEAL framework and integrate it in program implementation, leading to enhanced quality, accountability, management and impact, including feeding into new program design;
  • Assist project managers and coordinators in establishing quality benchmarks for each project, developing checklist and tools to monitor benchmarks, and ensure quality monthly reports;
  • Design tools for monitoring and evaluation of project activities as agreed in the MEAL framework;
  • Coordinate and oversee strategic and operational evaluations, including real time review, evaluations of projects and units;
  • Ensure that learning from the previous or current programs and projects are fed into new program design;
  • Support the program/project design work, including log frame development, drafting narrative MEAL sections, budgeting for MEAL activities, and ensure that MEAL is an integral part of program design;
  • Work with the Operations Manager and Unit Leads and Coordinators to develop systems and clear agendas for capturing and using learning and knowledge captured;
  • Ensure that reflection or lessons learned events and workshops are organized regularly and at the end of the programs, and learnings are fed into new program design;
  • Lead the SMEX team on routine reviews and interpretation of data for learning and adaptation; 
  • Package and disseminate timely findings in a meaningful way;
  • Ensure learnings are captured and consolidated into a learning database.

Required:

  • A bachelor’s degree in statistics, business administration, data science, or other relevant field – master’s degree preferred .
  • A proven track record of at least 3 years in MEAL. 
  • Nonprofit experience, with experience with fund/grants accounting preferred.
  • Strong communication, coordination, and interpersonal skills.
  • Fluency in both spoken and written Arabic and English. 
  • Strong report writing and documentation skills.
  • Demonstrated ability to plan and prioritize tasks and work well under pressure.
  • Proven track record of teamwork at nonprofit organizations
  • Experience working in multicultural environments and teams, and strong cross-cultural communication skills. 
  • Ability to work independently and deliver tasks on deadline
  • Experience with both quantitative and qualitative research (preferred)
  • A good understanding of the digital rights context globally, and in the MENA region. Being in touch with different human/digital rights networks in the region is a plus
